Understanding emerging risk in the digital infrastructure ecosystem

November 2, 2026

Marsh is leveraging expertise from across its business to help clients quantify, manage and transfer risk in the rapidly growing digital infrastructure market, say Marsh Re’s David Duffy and Erica Davis

Marsh Re is focused on helping clients understand emerging risks and quantify known risks with greater precision in the digital infrastructure (DI) ecosystem. As investment accelerates across data centers and related assets, we know a better understanding of risk is key to deploying (re)insurance industry capacity at scale to support DI developments.

That is why Marsh has brought together an integrated task force of colleagues across Marsh Risk, Marsh Re and Marsh Risk Consulting to help ensure the market can respond in real time to developments in this critical sector, which is a key driver of economic growth.

This collaborative model reflects the complexity of the DI ecosystem. The sector is capital-intensive, rapidly expanding and exposed to a range of risks that differ materially between construction and operations. Meeting the insurance needs of this market requires not only capacity but also a shared understanding of risk, aggregation and loss potential.

As data centers move into the operational phase and increasingly form the fabric of the DI ecosystem, the risk profile becomes more interconnected and complex. In this environment, cyber exposures sit alongside property damage, business interruption, supply-chain disruption and technology liability, with a single event potentially cascading across physical assets, digital systems, vendors, customers and counterparties. Therefore, effective coverage requires a more integrated view of how these risks interact in practice, particularly where third-party systems, services or data are impacted, and where losses may accumulate across multiple lines of exposure.

Marsh has taken a leading role in developing both the capacity and the customized coverage solutions needed to support this growth. Through Nimbus, we are providing up to approximately $3 billion of capacity for DI construction projects. Through Stratus, we are providing up to $10 billion of capacity for operational DI. Together, these facilities are designed to help stakeholders secure the protection they need, as assets move through the development lifecycle and into operation, with coverage considerations that reflect the connected nature of operational risk.

We are also proactively engaging with insurers, rated balance-sheet reinsurers and insurance-linked securities (ILS) investors to stay ahead of participants’ capacity needs in the DI economy. Our aim is to address emerging coverage requirements before they become constraints on growth.

In partnership with colleagues at Marsh Risk and Marsh Risk Consulting, Marsh Re has developed realistic disaster scenarios for data centers across different perils and severity intervals. We are also helping clients and their risk partners identify and quantify exposure aggregation through a comprehensive reference portfolio of DI investments under construction and in operation worldwide. Alongside this, Marsh Re provides proprietary assessments of natural peril risk at these locations, as well as broader operational disruption scenarios that may include cyber-related events.

To support insurer clients active in the market, we have also worked with reinsurers and the ILS community to develop tailored reinsurance solutions, including sidecar and quota-share capacity, facultative solutions, clash coverage to protect against losses involving multiple classes of business, and parametric coverage for concentrated peril exposures.

Our goal is simple: to seamlessly deliver market and risk insight that enables clients to evaluate opportunities in the DI economy, and to price and select risk with confidence.
